CAPs began in 1970 as the Concerts-in-the-School program for Fairfax County Public Schools. At that time, the Arts Council acted as agent and bookkeeper for the schools by auditioning performers, scheduling performances and collecting fees. In 1983, the program was introduced as Creative Arts Programs and the responsibility of scheduling performances transferred directly to the schools and other presenting organizations. The Arts Council began to serve as the facilitator, making talented performing artists available to its subscribers through annual showcases and exhibitions as well as publishing an artist directory with detailed information on the artists’ program offerings and booking information.
In the early 1980’s there were fewer than 40 artists in four artistic categories; today the 2011-12 catalogue features over 70 artists and groups coming from 15 US states and Canada in six artistic categories. Over 300 local teachers from public and private schools, PTAs, PTOs, and libraries from Northern Virginia and the Greater Metropolitan Washington, D.C. Area are actively subscribing to the program.
